Anvisa Publishes Technical Documentation for Integration of Electronic Prescription Systems with the SNCR

The Brazilian Health Regulatory Agency (Anvisa) has published the technical documentation required for the integration of electronic prescription systems with the National Prescription Control System (SNCR). The published materials include API specifications, integration guidelines, technical requirements and instructions for accessing a training environment designed to support developers and technology providers preparing their systems for integration.

According to Anvisa, the documentation also includes electronic prescription templates and forms part of the Agency's ongoing implementation of the SNCR, which aims to modernise the management and traceability of prescriptions for medicines subject to special control.

Technical Documentation for System Integration

The documentation published by Anvisa provides the technical information necessary for electronic prescription platforms to integrate with the SNCR.

According to the Agency, the published material includes:

  • API integration documentation;

  • Authentication and communication guidelines;

  • Instructions for accessing the training environment;

  • Technical specifications for system implementation;

  • Electronic prescription templates.

The documentation is intended primarily for software developers, electronic prescription platform providers, information technology teams and other organisations involved in integrating their systems with the SNCR.

Electronic Prescription Integration

According to Anvisa, the API will enable electronic prescription platforms to connect with the SNCR for the issuance of:

  • Electronic Prescription Notifications;

  • Electronic Special Control Prescriptions;

  • Electronic Prescriptions Subject to Withholding.

The Agency notes that these functionalities will operate in accordance with the applicable regulatory requirements once the electronic prescription services become available within the SNCR.

Training Environment for Developers

To support implementation, Anvisa has made a training environment available for companies developing electronic prescription solutions.

According to the publication, the environment allows organisations to test integrations and adapt their systems before the production functionalities become operational.

Anvisa also states that the electronic prescription templates published alongside the documentation cannot yet be used until the electronic prescription integration services become available within the SNCR. The implementation deadline for the system has been extended until 30 September 2026.

Supporting the Digitalisation of Prescription Control

According to Anvisa, the publication represents another milestone in the implementation of the SNCR.

The Agency explains that integrating electronic prescription systems with the SNCR is expected to:

  • Strengthen prescription traceability;

  • Increase health safety;

  • Modernise regulatory control of medicines subject to special control throughout Brazil.

Relevance for Medical Device and IVD Manufacturers

Although the publication is primarily intended for organisations developing electronic prescription platforms, it may also be relevant for manufacturers of Software as a Medical Device (SaMD), digital health solutions and connected healthcare technologies operating within the Brazilian healthcare ecosystem.

Topics of particular interest include:

  • Electronic prescription system integration;

  • Digital health interoperability;

  • API implementation requirements;

  • Regulatory digitalisation initiatives;

  • Healthcare software development;

  • National Prescription Control System (SNCR).

The publication provides insight into Anvisa's ongoing digital transformation initiatives and the technical framework supporting the integration of electronic prescription systems with the Brazilian National Prescription Control System.
